U.S. Customs and Border Protection discovered the packages, which were addressed to Norwalk resident Joshua Lucas (A.K.A. Joshua Pucheta), during routine processing and notified Norwalk police on Wednesday, police said.
The department’s Special Services Unit collaborated with the Department of Homeland Security and United States Postal Services Investigative Division to set up a “controlled delivery” of the packages to Lucas’s home, police said.
Lucas signed for and accepted the packages and was then taken into custody, police said.
Following Lucas’s arrest, Norwalk police Special Services investigators obtained and executed a search and seizure warrant for his residence. Investigators found materials from the home that “were consistent with a drug factory setting,” police said.
Lucas was charged with possession of a hallucinogen, possession of a hallucinogen within 1,500 feet of a school, possession of a hallucinogen with intent to sell, possession of hallucinogen within 1,500 feet of a school with intent to sell, possession of narcotics, possession of drug paraphernalia, possession of drug paraphernalia within 1,500 feet of a school, possession of a controlled substance and possession of a drug factory setting, police said,
His bond was set at $100,000 with a court date of Aug. 29, police said.
